Most likely, there is still some resin "residue" present. Or like Steve mentions, dust from the resin casting process. WITH any resin cast part, wash the heck out of it with soap and water BEFORE painting. This is a really important step. The resin "residue" will prevent the paint from sticking or even curing, and could cause further problems like the dreaded "orange peel" effect. http://en.wikipedia.org/wiki/Orange_peel_%28effect%29

Sounds like a rubber blaster. If so, the rubber is not allowing the paint to cure. I'd use a nice flat gray primer first, let it fully cure, and then apply black.

To me, that actually looks like a v1 SC recast.

If KS built it, there may already be Velcro. The lid I got from them had it. As the guys pointed out - be careful and enjoy it. You'll need to replace a few things, but nothing major.

Good rule of thumb is no more than a 1.5" - 2" gap from the belt to the boxes. I keep mine right at 2" and it's perfect for me.
