Doing more research I noticed that this reference photo that has been commonly used on the forums clearly shows a ribbed neck covering similar to TK armor. Is this correct?  Sorry for all the questions, just trying to get all my ducks in a row for sourcing parts for the build.

Great question. No. The ribbed neck seal is not part of the CRL for the ROTJ Scout.

For some additional context --

The neck seal shows up in the speeder bike chase scene in ROTJ, which was filmed on a blue screen. It's also shown up in some of the costume photos, such as the photos that came included with the dvd releases some years ago, as well as the photo from the Star Wars Costumes book (which is the photo you've referenced).

The scout costume described in the CRL tries to prescribe what a majority of the scouts looked like in ROTJ. There are always exceptions, such as the rubber stunt helmets, the scout with no stripes on his tank, etc. Because the neck seal was not included on most of the scouts in ROTJ, the Pathfinders Detachment does not include the neck seal as a part of the CRL.

Would it be frowned upon if worn?  I will most likely not get it just to keep things uniform and to Lancer, but I personal like it and think its a great thing to be included as an optional part.  But that's just my thoughts, especially since it can be seen used on screen.

Obviously, for non-501st troops at cons and such, you can do what you'd like. For any 501st-sponsored troops, it'd be up to your local garrison as to whether or not they'd let you troop in it.

At this time though, it's not in the CRL, so it wouldn't be worn for basic or lancer approval.

If you really like the next seal and want to follow a CRL you can make a Jedi Fallen Order Scout. 😁

Come on man.... I'm just getting one thing started here LOL. 😅 

I can live without the neck seal...I just thought it was interesting that it was screen used but not an approved thing is all.

@MrPoopie forgot to mention that he hates wearing the neck seal because it traps all the heat from your flight suit --- maybe that's why most of the screen scouts didn't wear them :)

We've been told by sources with access to the archives that for the most part, neck seals, when worn, were worn UNDER the flight suit collar, so they were rarely seen.  So with the Costumes book Scout for example, which is just a mannequin, it's possible that the team that suited it up simply put the neck seal on in the wrong order.   

Same could be said of the blue screen speeder bike Scout.  A lot of "exceptions" come from these shots because many were flipped in editing.  Also, these were the very last things shot for the film and the Scout costumes were probably in pretty bad shape by this point.

Yeah, I just thought it was funny, being such an important part of the other "white armor guys". Storms (new and old), clones, heck...even Boba has a neck seal along with multiple others.  It would only seem fitting the Scout uses them also, since they were shown on them.  Who am I to rock the boat.... Just thought it was interesting that they were used on screen and not included, even as optional, in the CRL's.  But lets face it.... Bikers aren't really the rule following type LOL.

There are a lot of costume mishaps across the original trilogy; we just try to get an aggregate so we can make a CRL that GMLs all over the world can use easily.  If we had to put every variation and exception that was seen it would make impossible to have any kind of standard to follow.  The fact is -- are neck seals seen in the movie?  Yeah I guess if you squint you can kinda make it out on the blue screen scout.  Do the vast majority have visible neck seals in the film?  No.
