My guess?  Glue dried up and they fell off.

Well, let's remember there's at least 1 scout seen on screen that had nothing on the back of his thermal det. I seem to recall hearing that some of the parts on this display were actually production made but not used. That could account for the biceps missing the greeblies and looking so clean.

Yeah it's hard to say.  There was a 20 year gap between ROTJ and this display -- any number of things could have happened.  And yes I heard this wasn't a screen used kit either.  Although the soft goods are weathered up.  It may have been Frankensteined together from whatever pieces they had lying around.  

The reality is it's just a piece of the puzzle and not the completed puzzle itself!

Knowing George Lucas, I'm sure he calculated he could save $48.81 on the budget of ROTJ if the costume team didn't create greeblies for the Scout troopers in the Death Star parade!

This armor is cracked and starting to spilt.  Remember, this exhibit was almost 20 years after the film.  Just like the Blu Ray and the Costumes book, the MOTM exhibit was a great source of info, but the movie is ultimately what we go by.

ah ok. I was gonna say thats brilliant for construction lol. But makes sense. I love looking at these photos. Hope one day I can see stuff like this in person.
