Well, let's remember there's at least 1 scout seen on screen that had nothing on the back of his thermal det. I seem to recall hearing that some of the parts on this display were actually production made but not used. That could account for the biceps missing the greeblies and looking so clean. Yeah it's hard to say. There was a 20 year gap between ROTJ and this display -- any number of things could have happened. And yes I heard this wasn't a screen used kit either. Although the soft goods are weathered up. It may have been Frankensteined together from whatever pieces they had lying around. This armor is cracked and starting to spilt. Remember, this exhibit was almost 20 years after the film.
