Mudflap location on 2-pc. under suit

I did a quick search, but I couldn't find anything for 2-pc. suits...

 

What is the preferred location to attach the top of the mudflap on a 2-pc. undersuit? Belt-line of the pants, or bottom of the shirt above where it will be tucked in?

I would say beltline of the pants since that's about where it's attached on a one-piece.
