Guest deimonos
While searching for supplies for my scout armor I ran across a pair of boots that look to fill the criteria, but I'd figure I'd run it across you guys first. There 16” White PVC Plain Toe Sock Boot Made of injection-molded white PVC with a khaki sole. I'd include a picture but I'm posting this from my phone. If anyone wants the link I'd be happy to share my findings, hopefully I can make someones search easier

TB-1019
Sounds like he's describing the old Gempler's PVC boots to me. Some of the other old timers out there will know what I am talking about. They look like this: My first pair of boots were something like these. As to whether they are acceptable now or not, I am not sure. Back a few years ago they were but almost everyone goes with the boot tutorial boots, which is really my recommendation.

Witness
According to the new visual CRL being developed, we have this for boots: 12. Boots: Boots may be white or lightly weathered. The soles of the boot should be tan while the rest of the boot should be white. There is a strap that covers the bridge of the foot. The calf should come up just slightly underneath the bottom of the knee armor. According to the Lancer specifications: V. BOOTS 1. Rubber slush boots, such as the Gemplers boots, are not acceptable. 2. Champion Attitude (CA) boots are not acceptable due to inherent inaccuracies in their design. 3. Boots made using the "boot tutorial" (available on our Boot Forum) are the only boots accepted. 4. Film-accurate vertical ribbing cut into the midsoles of boots. 5. Velcro closure along the back of the boot risers. I would say that the Gemplers would be acceptable with some modifications for the basic costume, but definately not for the Lancer specifications. I would not suggest these boots to anyone. There are people out there who make boots for sale (me included) and there is the boot tutorial. It's not hard to get accurate boots.
