Probably so they knew what tank belonged to what costume (as they were removeable and held by an elastic strap). We don't call for it so it's not anything you need to worry about! I remember one prop maker saw that square and assumed it was a light and made kits that way but that was a LONG time ago. And Chopper is right, it's not okay for basic.
