Female bodied troopers with larger chests… How to wear the front chest piece?

Hi everyone, seeking some input here. My wife asked me to look for help online regarding how to make the scout chest piece fit her body. Her chest size is larger… The issue she is having is that when the shoulder straps are on her shoulders the chest piece sits on top of her chest. When the chest piece is holding her chest snug, the shoulder straps dig into her clavicle. Is this something that we would be allowed to use a heat gun on? Any advice on how to make this fit right? Thanks in advance.

I would look at @Sabrina's build here, as she had similar issues and ended up using a little heat to bend the shoulder bridges to fit more comfortably.
