Hey everyone! I am hoping some of you guys could give me some tips on how to make scout trooper armor such as materials, tools, and more?

start with a vac former machine, buy one or make one, this will allow you to form plastic, you will need to make molds for the forming

If you're really dead-set on making the armour from scratch, there's a great section all about it on the StudioCreations website. The info is not 100% current, but it gives you the general idea.
