I can't seem to find any details on actually building the belt (maybe I'm not looking in the right places). How is the plastic attached to the nylon belt? Is it E6000 all around and rivets at the end or are rivets used along the length of the belt? Thanks in advance.

Take a look at some of the builds and you'll see how the belt is put together.  Here's a great build to take a look at -

My belt was part of my kit from SC
The instructions were to use rivets to attach to the nylon
What it didn't say, but I was advised to do, is to use scrap abs (in my case from a TK) as a washer to stop it pulling back through

But as suggested, see what others have done, and try to match to your build

The nylon webbing is attached to belt ends with one silver rivet on each side.

My belt has the rivet attachment, as required by the CRL. However, because the single rivet can become a stress point, I put a piece of plastic between the webbing and the rivet backing plate. I also ran my webbing a bit further into the plastic portion of the belt, and secured it with velcro.
