Since you're trying to emulate the Leia capture scout, i'd move the 4 bars and top stripe down slightly. It is a little tough because the differences of the various vendor's tanks can make placement a little tricky. 

You should be ok for basic clearance.

I think your decals are to big, for your tank,
look to the picture, the stripe in the middle of the tank is more thinner. move the bars more to the middle and a little bit lower.

I used for the middle 2,5mm stripe and 5mm for the rank bar.

for basic, should it be ok.

looks just fine for basic approval and lancer ...

there is no requirement for location or width of these stripe details

i was just giving some more input ... 
i agree with what you say 100% but, we have to let people know things are ok and within the crl guidelines ...
not everyone is looking for screen accuracy // i had a hard time explaining that to someone this past week
