I was just having a jolly old time running through my StarWars Chronicles book and stumbled upon the biker scout section... I was very confused when I saw this picture depicting the boot holsters being held on with straps. Was this method used on any of the SU suits? Maybe this was just a pre-production suit?

Correctamundo.

Pre production or a costume test. At some point they opted for the rivet attachment that we're accustomed to seeing. Interestingly, they must have used these or similar pictures for Kenner to start working on toys because you can see this strap on the vintage 3.75 scout figures, as well as some newer large figures like the Jaxx Pacific big fig.

You can kind of see in the rear view picture there that we had hip armor at some point as well.

Shame. I think it looks really cool.

Here's another view of that hip armor.ea5911e329faa2c7f1cf032894085992.jpg

I like the hip armor too. I wonder why they opted out of using it. It seems like a weak spot in the uniform considering the leg is a big target. I just hope the riding patch, butt flap, and cod are all armored.

The unused hip armor is probably why we have those elastic straps around the thighs that don't do anything.

Ahhh - yes! This is almost certainly correct. Fun to solve that little puzzle.
