Lancer?

So, I've seen this status around, and am really curious as to what it means exactly. I know it's a more screen accurate and stricter standard for one's armour, but what exactly are the specifications?

I've used and abused the search function trying to find this, but I have not been able to find any Lancer Deploymemt Request form/forum/thread.

I saw that it was supposed to be a topic in the HQ section, but couldn't find any real criteria.

Would y'all be able to help me out?
