Trying to find the best way to make this. Would I sew 2 black heavy cloth patterns together, add shiny quilted sleeves and then Velcro to the back?

Yes, sleeve ribs should be similar to cummerbund ribs.

I didn't use anything shiny for my sleeves, but it gains that appearance once the lines are stitched and the material tightens over the batting.

I finally found 100% cotton neck T shirts for 6$ and grabbed XL.
