Need Help for an Odd Request

Hello All,

 

I have a very strange request. I know how to make the biker scout boots for myself & my wife. But Im helping a buddy across the country. He wants me to make the "shafts" or upper part of his boots. He wears a size 12 mens work boot.

 

Here's where I need help. Can someone who wears a size 12 work boot & has made Scout boots for themselves or another tell me the measurment of the bottom of the vinyl "cone" & what size half circle I should cut out from the bottom.

Never mind, im making tge entire boot now. Will have base boot here & will use his measurements for top. Guess this will turn into a build thread.

You will need to be in the region of 18 1/4 inches around the bottom
