It isnt sold by any fabric store, i found this after many calls (leather associations..plastic..etc) I started calling different boat shops also, eventually finding a yacht design company for seat fabric. All of the scouts in Japan garrison had their boots shipped from outside of Japan. They said to buy fake leather, which isnt that thick here.
