Ideally, the less textured, the better. That said, have you been in touch with anyone from your local garrison? Maybe they can point you to a different source?

 

If this is all you can find, I'm sure you'll still have no issue with approval.

Marine vinyl is VERY hard to find in Japan. It isnt sold by any fabric store, i found this after many calls (leather associations..plastic..etc) I started calling different boat shops also, eventually finding a yacht design company for seat fabric. All of the scouts in Japan garrison had their boots shipped from outside of Japan. They said to buy fake leather, which isnt that thick here. My worry is that this may or may not get approval, so I posted the picture to get opinions. Thanks^
