i have gotten mixed opinions about this. just making sure about this material.

You might want to post this in the correct area Jeff if your looking for additional advice on boot material. This area is really for completed costume appraisals. As I told you previously, that looks exactly like what I bought from my local state side fabric shop. As long as it actually feels like vinyl, I'd buy it. You can always test that swatch out by heating it, and seeing if it'll stretch as well.

Same here. Looks just like what I made my first couple of boots out of. It takes a bit more heat to get it to stretch than the smoother stuff. Yes it'll make a nice pair of boots.
