Yes, separate. But to help things to stay where they're supposed to, you can add a piece of velcro both in the front and in the back. Just 2" or so.

Hey guys...

This was posted in the Kashyyyk Scout Soft Armor section...

 

And Joe, if you can get someone that is skilled with a sewing machine, there is just a small bit of a lip on the rubber belt. (With a BC Kit)

Otherwise, I had to hand sew the rubber belt to a piece of 2" nylon strapping, and then I sewed the cummerbund onto the belt. That way the belt and cummerbund are one piece.

He has some good pictures that show how he did his. (Plus, you can see where the nylon strap is underneath the belt.)
