Yes, separate. But to help things to stay where they're supposed to, you can add a piece of velcro both in the front and in the back. Just 2" or so.

And Joe, if you can get someone that is skilled with a sewing machine, there is just a small bit of a lip on the rubber belt. (With a BC Kit)

Otherwise, I had to hand sew the rubber belt to a piece of 2" nylon strapping, and then I sewed the cummerbund onto the belt. That way the belt and cummerbund are one piece.

I sewed my rubber belt to the black nylon belt that came with the kit and then I used velcro on the nylon and the cumberbund
