Before I go any further do I need to make the boot tops taller?

I would say that they look good. Maybe a couple more pics from different angles.

I would say they look like they need to be taller, mainly to compensate for a little sag that will naturally happen.

Mine too are also a little low, but they were made over 5 years ago and refuse to fall apart sufficiently for me to re-make them.

A bit taller would be better. If you look at the film, the boots come up to the bottom of the knee armour.

Ha! Yeah but only for the patches and the boots. Dude's collar is wrong, the vest sleeves are too long, the holster is strapped to the boot and he has a weird gap between the belt and the cummerbund. He'd never make Lancer!

They seem to be correct as far what's been agreed upon. I looked over my Return of the Jedi blu ray as reference and couldn't find any evidence of the thigh patches even being on the suits. The elastic straps seem to come right under the butt. They are hard to see, but they are there:
