No matey I'm asking if wearing the flack vest is allowed? I see a lot of BS costumers not wearing a flack vest when at events but seeing screen shots from ROTJ and scouts wearing it

Is there any preference for being allowed to wear a black flack vest? I am sure I have seen clicks and photo's showing personal from ROTJ wearing under there armor
