oh.. while removing rivets are easy, you may need to hold the rivet on the inside with pliers.. if the drill "catches" the rivet, it will just start spinning and ruin the hole for the rivet in the boot..

i would think they are in inches yeah. if not, the smallest size wouldnt fit an infant:-P
